On mobile devices, the steps to customise GIFs in Discord are a bit different: open the server, tap on the GIF icon in the bottom right corner, and right-click on the GIF you want to move. Select the 'Customise' option and drag the GIF to the desired position.

In general, most apps follow a similar process, where you need to open the GIF menu, tapping-and-holding on the item you want to move, and then drag it to the desired position.
